CiviCRM Contacts
Contacts are created and can be be managed form the contacts submenu.

From this menu you can access the templates to Add a New Individual or Add a new organisation, create or record a new activity, or simply send an email to one or more contacts in the database.
There are import facilities for migrating from legacy databases, and Group and Tag management tools.

The information below relates mainly to older versions of CiviCRM
From the Main CiviCRM screen there are several options for creating a new contact. Depending on your Main CiviCRM screen configuration, there are usually SHORTCUTS for New Individual, New Organization and New Household. Some configurations can also provide a section for "QUICK ADD" blocks for quickly filling in the name and email address fields.
If you cannot see the SHORTCUTS and/or QUICK ADD blocks ask your administartor to enable them.

To add a new individual
If you’re not already in CiviCRM, click on the CiviCRM link in the editor’s menu.
Then (or if you’re already on another CiviCRM page) click on New Individual from the Civi Shortcuts menu. The only required data at this stage is either an email address, or a first name and last name. See More
To add a new organisation
If you’re not already in CiviCRM, click on the CiviCRM link in the editor’s menu.
Then (or if you’re already on another CiviCRM page) click on New Individual from the Civi Shortcuts menu. The only required data at this stage is the organisation name. See More
To Create a Relationship
You can start from an organisation or an individual. Click on the relationship tab. Choose new relationship. Select the correct relationship. Find the contact at the other end of the relationship.
